Using the Mobile Phone Seatbelt Cameras Victoria map

The Mobile Phone Seatbelt Cameras Victoria map starts centred at Melbourne. Move around the map and zoom as required. Click or press on the camera marker to see the details for the mobile phone seatbelt camera's location. Click on the full-screen button at the top left of the map.

Camera markers on the map are mobile phone seatbelt camera locations. Camera markers are colour coded to indicate if the camera is fixed, portable or a suspected location. The lens of the camera marker is white if there is no video and red if there is a video of the location available like the following.

NOTE: A suspected location is where there are multiple user reports over a number of consecutive days, indicating a static camera which also corresponds to a Victorian government's published location.

Notes

Victoria

Mobile phone seatbelt cameras went live around mid 2023. Victoria initially had three mobile phone seatbelt cameras with a total of six planned. As of June 2024 there are now nine mobile phone seatbelt cameras that can be rotated around the state. Cameras were to be deployed at more than 200 sites across Victoria. The initial site list contained 116 locations. The latest site list as at August 2025 now contains 333 locations.

The penalty in 2023 was a $545 fine and 4 demerit points and will increase with indexation over time. If a driver is taken to court the fine may escalate to $1,849 which will also increase with indexation over time.

Whilst it was initially stated that mobile phone seatbelt detection camera locations would not be published, the Victorian government publishes a list of the locations.

The press repeatedly reports mobile phone seatbelt cameras will reduce 95 deaths a year which is not correct. The press release by the Premiere's Department stated, "Research from Monash University Accident Research Centre (MUARC) has estimated this technology has the capacity to prevent 95 casualty crashes per year." A casualty crash is one where there's a fatality or serious injury. Based on the TAC 2023 data, the percentage of fatalies to the total of fatalities plus serious injuries requiring hospitalisation, is around 5% (which indicates 4-5 deaths a year).

The latest information appearing in the press is for Victoria, 67% of the mobile phone seatbelt cameras are for seatbelts. In NSW the percentage of seatbelt fines is 88% for not wearing the seatbelt correctly, with 12% for not wearing a seatbelt, whilst not for Victoria, does indicate what we can expect for Victoria.

Mobile phone seatbelt cameras are not used for speed enforcement in Victoria. It is possible if someone receives a fine, they may also be checked for expired registration or no insurance, but this hasn't been confirmed.

Distance to camera

Based on images for the M5 mobile phone seatbelt camera, it is estimated the distance from the camera to the vehicle is around 20m. For a portable mobile phone seatbelt camera on a trailer the distance is estimated to be around 10 metres.

Mobile Phone Seatbelt detection cameras shown on the map have been verified or are shown as suspected. Only cameras verified by a photo, video, fine location or reported by a person either directly or online are considered verified. Suspected locations are when there's users reports at a location which shows the typical behaviour of a mobile phone seatbelt camera trailer over a number of days and appear in the Victoria government's location list.
